I wouldn't consider it as strength training. I'm not sure what exactly you are using them for, but I would only count actual strength training (body weight exercises and/or lifting weights) where you are actually training muscle groups as strength training. Some people use weighted gloves for their kickboxing type workouts, but that would be considered cardio, not strength training.
