Results are going to vary depending on your diet and personal stats.
Basically, these are cardio programs and when it comes to cardio the results are burning more calories. You can do this with any form of cardio. The greater the intensity (ie; higher your heart rate) the more calories you're going to burn. They do have an aspect of strength training which may land you some results if you are a beginner and under muscled but it is not as effective as a proper full body weight training program where you lift challenging weights/resistance to muscle fatigue in 6-10 reps.
While on a calorie deficit (ie; losing weight) it is very difficult to build muscle. Gains will be minimal and you are more likely to maintain lean muscle rather than build it.
"Toning" is marketing muscles to women who are afraid if they pick up a barbell, they'll leave the gym looking like She-Hulk. It doesn't happen, what does happen is you get results. Lifting Barbie weights does nothing but waste time.
I used to be a member of a well-known fitness forum and they posted several articles. Most of those people took 18-36+ months to get those results. Doing those routines over and over again.
Just something to keep in mind as the infomercials can be catchy. It's the credit card they want, they couldn't care really if you succeed. Remember, only 3-5% of ppl maintain 10%+ weight loss for more than 5 yrs. So those results are definitely not typical!
If those types of exercise programs look fun, PLEASE do get them! If it's only to obtain a certain look, save your money. Get something or do something enjoyable as you'll be much more likely to stick with it over the long haul. It's not the exercise program that gets results, it's the time, consistency, and other factors like dietary intake, stress, age, genetics, etc.

I don't but to be honest, there is nothing special about before/after pictures from these programs versus others. If someone were to do HIIT (or consistent cardio) and watch their diet the results would be similar.
