I did water aerobics at the YWCA for years and really, truly enjoyed it. For me, the key issues are timing of classes and how good the instructor is. If the instructor doesn't put together a challenging, yet fun class, it's hard to get a lot out of it.
I did enjoy being in the water - there's something liberating about putting on my swimsuit in the middle of winter (sort of a 'so there' to winter) and it was very easy on my joints and bunions. There was a lot of camaraderie across ages, genders and fitness levels, too, that I enjoyed. I only quit when my work schedule changed.
I'd suggest calling a few places - the Y, your Parks & Rec. District, etc., to see what water-based classes they offer and whether you could sit in on a few. Give it a try and see what you think.
Good luck, and have fun!!
