This is going to limit your upper body workouts somewhat, but I agree with the suggestion of consulting a physical therapist to design a routine that you CAN do.
It is worth remembering that the upper body is only one of three muscle groups, and you can still work the lower body and core. And the lower body and core are much larger muscles than the upper body, and you are always going to get a larger metabolic effect from working these larger muscles, than the smaller upper body muscles anyway.
