I have pretty much decided that I would need biceps like Arnold Schwarzenegger to combat the loose skin on my arms.

My suggestion is to cover your arms with tattoos, that way people won't notice emoticon

Seriously though, doing upper body and lower body strength training may help you build muscle which may (or may not) help.

Over time some of the skin may go back to where is belongs or you may be looking at having it removed surgically if it is bothersome.

Best of luck Spark Friend!

Thank you, Dragonchilde, for such a well-thought-out response to a question I've asked myself a hundred times.

Unfortunately, there is nothing you can do to specifically target any area of your body for weight loss. This is called spot reduction, and because our bodies lose fat over the entire body, rather than specific places, it's not possible. Where you lose from is determined by genetics... not the exercises you do. That's because our muscles draw their energy from the blood stream, not the surrounding fat stores.

Tightening skin is something that happens with time, not exercises. STaying hydrated and doing regular strength training will help not make it worse, but only time will tell if the skin will snap back. Some people find that it won't, and their only option is surgery.
