How old were you when you were at that weight, and how old are you now?
You are already in a healthy weight range, even on the lower end of normal. What you're seeking is at the very *bottom* of the normal BMI range, which is difficult for most people to attain. Our bodies prefer not to be extremes, as a general rule. The fact that you have struggled to lose tells me that in fact, your body is where it *wants* to be. Our bodies strive to reach equilibrium, homeostasis. It sounds like your body has found that, and may be trying to tell you that.
Honestly, given your weight and height, I don't know that you are going to be able to achieve that without careful guidance from a medical professional and a registered dietician. I think it's certainly outside of the scope of what SP is geared to provide.
Our bodies will *never* be perfect... I guarantee you that even if you reach your 90 lb target, there will still be parts of your body you're less than happy with. My old personal trainer, a girl who might have been 100 lbs soaking wet, and was in fabulous shape all around, used to complain about her "pooch" - which none of us could even see!
I'm not convinced your goal is healthy for you... although obviously I can't make that call. I've never seen anyone in the 18.8 and lower range that looked healthy. I'm not you, I don't know your history, I don't know what leads you to see that range.
