Any time you make a change to your exercise program, your muscles tend to retain water which can lead to a temporary increase on the scale.
Since you are so close to your goal weight, I'd recommend having your body fat tested. That's a better indicator of health versus a number on the scale. If you're already in the healthy range, that could be one reason you're having trouble losing weight.
Are you doing any strength training? Do you track your food daily?
