The reason your arms are not responding to the training is because they can't. :) Fat loss is a total body process. As you reduce body fat overall, then your "bat wing" will start to reduce.
The reason for this is because your muscles draw their energy from the blood stream... not the surrounding fat stores. Doing training there will help improve the quality of the muscle, but won't reduce the fat.
As your body fat goes down, it will come. We all have our trouble spots that seem to hold on until the very end!
