Does your college have a student recreation center? I have found that the student recreation centers are a fabulous deal if you are associated with the university. At the last two universities I've worked at, students were charged a mandatory fee for their student recreation center and were members whether they liked it or not.
I've used a Gazelle before and they're not bad. They're most like an elliptical I guess. The key with the Gazelle, as it is with any piece of cardio equipment, is to exercise regularly and to change up your program often enough so that you continue to be challenged. So, you might want to consider how often you can change up your routine when you are obligated to one piece of equipment.
You could also cruise garage sales (tis the season coming up!) for inexpensive cardio equipment or even craigslist. I got a stationary bike for a great deal on craigslist.
You can also start with a walking program (SparkPeople has some great articles on this) if you don't want to jog.
