That really depends on you.
If you're basically a couch potato, just starting out on a journey towards fitness, and this is all the effort you can really do in a day, then it would seem harsh to say you "can't count it". Especially if you haven't normally been cleaning that intensively while you were heavy, and it's new and heavier work than 'normal'.
But if you're capable of maintaining actual exercise for 60 minutes in some form, including housework is not likely to help you achieve your goals.
