The unfortunate truth is that you can't spot reduce ANY kind of fat on your body; and in fact, cellulite is not some kind of special fat. "Toning" will not reduce fat, anyway. That's because strength training muscles takes energy from the bloodstream, not the surrounding muscles.
If you have some cellulite, the odds are you always will. It's okay. :) Nobody has a perfect body, not even those models you see on the cover of Glamour magazine. They get the benefit of Photoshop.
The benefits of strength training are more than just "reduced fat" - skinny fat is where you have a low weight, but high body fat percentage. Strength training will preserve your lean muscle and avoid that. "Skinny fat" has nothing to do with cellulite.
