Unless your doctor has said you shouldn't do shoulder exercises, perhaps you can work up slowly to strengthen them. I wouldn't start without your doctor's approval though. If he/she agrees, perhaps you could get a referral to a physiotherapist to find out which exercises you can do and which you should avoid.
My DH had shoulder surgery for a torn rotator cuff. He was sent to a physiotherapist for 6 weeks, but did not do the exercises at home as he was supposed to, and so has limited mobility in his shoulder.
