You workout when you can. :) It doesn't matter what time you exercise, only that you do. Experiment with different times and see what works best for you. Most people find they do better working out when they first wake up (whenever that may be.) They may find that workouts before bed key them up and make it hard to go to sleep. Others prefer before-bed, because it relaxes them and helps them go to sleep.
It's entirely up to you!
