IT really depends on the headache, its cause, and how you feel.
Most of the time, a godo workout will increase bloodflow to the brain, and make my head feel better, the same way an excedrine migraine would. Sometimes, the headache is caused by something else, and even light exercise exacerbates it. I wouldn't try it with a migraine.
It's all about your comfort level.
