Most of those fitness gimmicks are not effective.
Sure the thigh master will strengthen a very small area of your legs, if you use it regularly. But you're not going to reduce inches that way. The way you reduce inches is over-all weight training and cardio mixed with proper nutrition.
You're going to burn very few calories using a thigh master or an ab roller or any of those other fitness gimmicks out there. If you like it, by all means use it too, but if that's your sole exercise routine, you're not going to see results.
