30 minutes 4x/week does not sound like a lot of effort. I know that if I want to lose weight, I need to get in more than an hour of fairly intense exercise, six days a week. It sounds like you might need to adjust your expectations a bit.
It is hard to maintain a vegetarian diet without getting way too many carbs. You might want to play around with your carb intake and see if lowering your carb consumption makes any difference.
