I used to have that problem a lot more often than I do now. My solution to that is to eat healthy and track it and not get too upset about a couple of days when I go over my range as long as it is temporary. Sometimes our bodies just need something extra. I usually look at the nutrient levels and see if I am missing something. For instance, fiber helps you FEEL full and not enough might make you feel hungrier. Look back to see if you are eating too much sodium, too many processed foods, etc. those things may be calorie okay but not very satisfying.
As far as the other issue, I find that switching things up on the exercise front, the eating front, making sure you get enough sleep, etc. may all help - or you might have to wait patiently for progress to show up. Sometimes our bodies take a while to adjust to new routines.
