Growing up we would get that sometimes, and my mom would always put it in the slow cooker, or roast it low and slow in the oven. Doing ham steaks or other things just did not work well. Bleh, I still remember the texture of it.
Low and slow is a great way to get tender meat. Try a rub- Maybe honey mustard or something you think sounds tasty, place in a roast pan and cover with foil. Cook on low (250 degrees) for 5 to 6 hours, or until the internal temperature heats to 160 degrees.
