Yes, because carbs create cravings. And we don't "need" carbs, other than healthy veggie sorts. There is no such thing as an "essential carb".
If you can cut carbs to a major extent, after a short time you will stop having that craving - although, since most of us are raised on carbs, it's hard to do.
Is it "normal"? Well, I suppose it depends on your definition. Is it "normal" to crave sugar? Chocolate? Tobacco, if you're a smoker? I would say those things may be typical... but I wouldn't necessarily consider them "normal" (or healthy).
Depends on your dietary lifestyle, I suppose.
Regardless of what plan you're on though, carbs spike your blood glucose, and that incites the whole hunger cascade... even if you're not hungry to start with.
