When I go food shopping, I carry a small travel shoulder bag just big enough for necessities; I don't like the idea of leaving my bag in the shopping cart. When I go elsewhere, my shoulder bags are usually big enough to hold my gloves or I leave them in the car. I don't wear hats but I usually have a big scarf that I can use as a hood if I need to. My biggest issue with handbags is when you go to a restaurant and you see people hang them on the back of their chairs...not a wise move.
I carry a large purse so that's where they go. It also keeps a bottle of water and a couple of protein bars so I never have to settle for junk food if I get hungry when I'm out.

Gloves go in the pockets of my coat. Coat has zippered pockets. I don't wear a hat-- I've got a knit scarf with a "hood" thing in the center of it, to cover your head. I just leave that on but pull the hood part off my head. I also routinely carry a large purse, and I sometimes put my gloves in there.
If the pockets on your coat don't have zippers but are large enough-- you could put velcro "dots" or a short velcro strip just inside the top inner part of the pockets, to close them up after you put your hat and gloves in. Presumably though if your gloves fell out, they aren't large pockets. So attaching a "pocket" on the inside of your coat or carrying a larger purse, might be your best option.

I always seemed to lose my hat or one of my gloves. So I took a idea from a mans topcoat, Bought some fabric and glue tape ( I think its called stich wichery and is ironed to seal fabric in place of sewing) and made a large "pocket" on the inside of my coat for hat and glove storage when i'm out. Tucked safely in a inside pocket, never lost another glove!

I'm a bit leery of clips, because I clipped my last pair of gloves to my jacked (gloves had a clip built in on them) and they fell off. I didn't know it until I went to go back outside, by then they were gone, never found.
I'm considering getting a bigger purse for winter to stash these things in.
My pockets on my coat must be deeper because my gloves go in the right side pocket and my hat goes in the left side. They don't fall out. The pockets also have zippers that I could use but I usually don't close them.
I guess I'd say you should get a bigger bag for winter or a coat with deeper pockets or pockets with zippers, snaps or velcro. Maybe a simple cloth tote bag you can put your purse, gloves and hat in would work out.

If I'm taking my coat off, I wrap my gloves in my hat and tuck them in a sleeve. If leaving my coat on, I either put them in the pocket or carry them. Depends on the coat.
Here is a thought, I haven't tried it but I bet it would work. Are you familiar with kids mitten keepers? The string things that go through the sleeves with clips that hold the mittens? I bet you could attach one or two of those to the inside of your coat and use them to hang onto the gloves and hat.
I've also seen knit scarves with big pockets on the ends.
