I think that a better question would be, "Why does my house smell like dog/cat?"
A couple of pets really shouldn't be making your house smell and they shouldn't have a bad smell, themselves.

Why does your basement smell like dog/cat? Are they going potty down there? Does the cat have a box and is it scooped at least once daily?

Or, is it the pets that smell?
If it's the dog/cat themselves that smell, well... Dogs need regular bathing, maybe every couple of weeks, in order to not develop an odor. Once they develop the dog odor, it takes a few baths followed by regular bathing in order to get rid of it. Sometimes, dogs develop an odor because they are having some sort of medical problem (e.g. skin issues, ear infections, anal gland issues, bad teeth, etc.) Cats do a lot of self-grooming and rarely smell or need a bath unless they are, for some reason (e.g. illness) not bathing themselves.

Either way, I think baking soda may only be part of the answer to keeping your basement smelling fresh.

Last year when my parents lost power for three days. They had rotting food in the fridge. To get rid of that smell my mom washed the fridge out with baking soda.

That's a unique smell that I will never forget.

Made it to my maintenance weight of 125 pounds.

Even though I have reached goal. I still don't know everything about weight loss.

Another great remedy is coffee. Just the regular coffee granules.

We bought what was then called a "mobile home" about 20 years ago... and it smelled HORRIBLY of chemicals and who-knows-what (probably in the carpet, I don't know). We tried airing it out, to no avail. When we asked the manufacturer what we could do about it, he said to just put several filter "bowls" of coffee grounds around the house. Amazingly, it worked! no coffee smell, just got rid of the stench.

I wonder if you could mix both those things for added relief?

Yep. My grandmother always kept one in the fridge and another under the kitchen sink. It's one of those old fashioned, grandma-styled mysteries.

Also, if you are in the habit of using those fancy carpet powder things that you vacuum up to get odors out of your carpet, use baking soda instead. It's way cheaper and more effective in the long run.

Yea, baking soda works in the fridge and freezer and everywhere to absorb odors.

It's kept in labs to help neutralize chemical spills because of its chemical make up. My best guess is that it reacts with the volatile chemicals in the air in your basement (what causes the smells) and neutralizes them. It's pretty useful stuff. Just don't use the baking soda in your basement for any cooking.

Because baking soda absorbs odors. I don't know the science behind it. It works in the fridge too.

My cellar, that is. Aside from the fact that my cellar is musty and has a few cracks in the foundation my cellar has stinky DOG smell because each night until dawn I let her the cat rule the cellar. I have my weightlifting stuff down there and even though I have fans and open the windows I can't seem to get rid of the smell except after a good cleaning of the entire cellar and that's only a few times a year.

Sooooooooooo, I told my friend about it and she said to get few small boxes of baking sode and open them up and leave them down there.

It worked. In less than 2 days the DOG/CAT smell is gone.

WHY!?
