How can I whittle my waist?

I've noticed something very disturbing that is bothering me right now. I looked at my measurements from when I began this journey and followed them thru to today. When I started, my weight was distributed all over my body and it was proportioned and then I lost a lot of weight. I was happy with my figure but then I started gaining back about 30 lbs. All of this weight I regained went straight to my waist! It didn't go back to what I was but instead gave me a man's beer belly.
Now as I've started to losing again, the belly isn't budging! Weight loss is again coming from all over the body EXCEPT the waist. This sucks!! Trying exercises to target the waistline isn't working either and I'm getting discouraged. Any ideas how to get this to move?
