Goals for 2013

Every year about this time I think I should be setting my goals for the next year.
My problem is goals don't seem to work for me.
One of my areas of interest is running. A goal could be to run a marathon in 2013, and set a specific date. I may or may not accomplish this goal. If I push myself too hard I could hurt myself again. What usually works better for me is to set up some steps to running more. The steps might be add one minute of run time to my previous run or increase my next run time by X%.
I feel like I can accomplish the next step, not even really thinking about the long range goal.
My goal is I want to run more and my steps toward that goal are small, but this is how I usually accomplish things.
I want to eat healthier in 2013. I'll eat more fruit and vegetables this coming year. This week I'll add X number of fruits and vegetables to my diet. Eventually I'll be eating 5 or more fruits and vegetables per day.
I like to focus on areas of interest and grow each area in a direction but without too much definition. I feel boxed in with too much definition. When I can't reach that specific goal I tend to give up or start over. Taking small steps in a direction if I hit a wall I can take a small step backward and try to find a way over or around the wall.
This might be a matter of semantics, but small/daily goals work better for me than long range specific goals. My small steps keeps me motivated.
I get a lot of positive feedback from accomplishing those small steps.
