I tried something different this morning.
I get tired of my running laps in the pool and not have it count on my Fitbit. So I sealed it in a Seal-a-Meal pouch. I then clipped it to my bathing suit.
I did 400 laps (the approximate distance of a 1/2 marathon), but it only registered 15,000 steps.
Not a complaint of the Fitbit. Just a scientific experiment.
