Yes, Achilles/calf tightness is directly related to plantar fasciitis in most cases. One of the things they're having me do is to do a lot of stretching of both the gastrocnemius and soleus muscles, and those stretches must be done with particular attention paid to form; it's very easy to stretch the Achilles tendon rather than stretching the muscles of the calf, and stretching the calf is the goal.
I'm no MD, but I'm thinking that if the calves are well-stretched, it would take some of the pressure off the Achilles tendon and help relieve some of that ache. Do you have a foam roller? I find that works really well, as well as The Stick. (The brand name one is expensive, but there are plenty of knockoffs to be had.) I used both in PT, and they made everything feel very good. Anything to roll out/massage the calf as well as stretching it can really help break up that fibrous tension and, with any luck, relieve some of that Achilles pain.
