Muscles weigh more than fat, if on your journey to weight lose you increase muscle mass (the amount of muscles) and you lost fat in the process you would have less fat (cloth would feel looser) and your weigh could stay the same or in some cases increase. The only way to tell is to take measurements of the affected body regions and to monitor them or you could be happy that they feel looser and that the weight in time will decrease.
