According to the American Council on Exercise the acceptable range for women is 25-31% and the fitness range is 21-24%.
The easiest way to measure body comp is to have someone trained in using skin calipers take measurements in specific areas of your body and calculate your percentage based on these measurements. Bio-impedance scales which use a weak electrical current to measure body fat are not very reliable and have a good margin of error. You may want to see if your local gym or even a local university that has an exercise physiology program, offer to do this for free or a nominal fee.
