There's no way to target fat loss to specific areas of the body. You can strengthen your core with abdominal exercises, but you won't see any definition until the fat is gone. Fat loss is achieved through a healthy diet and regular exercise. Your body will decide where it wants to take the weight off and when, but eventually it should start to come from those areas where you carry excess.
