I'm not sure it has to do with drinking more water... but be sure you're just drinking based on your thirst. The whole "8 cups of water" thing comes from making sure people are drinking water and not sodas or other calorie heavy drinks, in my opinion anyway. I live in a dry climate so I drink 10-12 a day and haven't noticed it affecting my skin. Other factors (like weather and what I'm doing to clean it) are way bigger factors.
What kind of cleansers and moisturizers are you using? It may seem counter intuitive, but be sure you're using a good moisturizer and not using a harsh cleanser on your face. When your face gets too dry, or if you use too many harsh cleansers (common to do when you start breaking out), your skin compensates by overproducing it's natural oils, which then causes more breakouts. I used to have TONS of breakouts, and they stopped when I started using a cleansing oil to wash my face at night Sound weird, right? But it works. I've also found stuff like scrubbing my face with a clean washcloth in the shower (no soap) to exfoliate helps with breakouts too, and just makes my skin look nicer.
