If it's at least 10 minutes and you're walking at a good brisk pace, absolutely it should be counted!

I would not. I think there is a bit of the difference between exercise and moving to achieve the minimum daily activity. For physical activity to be beneficial, it has to be at least moderate intensity, and I would be a bit holding back on that on the way to work because I would not want to arrive there all sweaty.
I definitely agree that it depends on whether your walking is more exercising walking or stroll walking. For instance I track when I walk to school (10-25 minutes depending on which building) and work (30 minutes) but I never count when I go to the store or something like because I just mosey around in those instances. When I'm going to work/school I have to walk fast in order to make it on time and I boot it there, so that I'm invariably passing loads of other pedestrians and at least my forehead/temples have gotten kind of sweaty and I'm breathing faster etc. If you can feel your body when you're walking then you're exercising, if you're completely comfortable and relaxed then you're not.
All this to say of course that it's not like walking to work slowly is bad or even neutral in terms of your health. Any exercise is good, but in terms of real cardio exercise that is going to make a difference you need to be breaking a sweat/etc. Also as others have mentioned each person's body/routine is different, so while walking around the block for me is nothing, for another person it could be a real workout.

Soapsandropes makes a good point. Only track activity that is above and beyond what you normally do.
I took it from your post that walking to work is new for you, in which case encouraging further activity is definitely good.

Here is my thought on this. If you have been walking to work for a long time I wouldn't count it. You body will become accustomed to it so it will be incorporated into your base level. So I usually only track stuff that is above what I usually do, this counts for walking, cleaning etc.
as long as you are walking briskly and getting your heart rate up, why not?
Even better if you can detour a block or two (perhaps on the way home?) and add to the distance?

I've just started a new job, and though I take public transit part of the way, I do walk a total of 1.33 miles getting there and back. Should I count this as exercise in my tracker? I do other exercises, but was wondering if I should be tracking this little bit of a walk as well.
