If you are running out of breath like that when running, then you will want to run slower and slow down your pace. You will eventually build up your endurance and increase your speed as you run more and your body adapts to that type of work.
As for feeling more comfortable running outside, wear something that you are comfortable in and makes you feel good about yourself. Others aren't worried about how you look - they are most likely thinking that it's awesome of you to be working out.
I always seem to run out of breathe withing 2 minutes of running. I don't like running outside because of the way my looks right now. I walk on the treadmill for 30 minutes every other day.
