I downloaded an app that I love that lets you choose to work out a certain muscle group for 5-10 minutes with different exercises that target specific muscles, or you can choose a complete workout for a mix of all of the muscle groups! It is called Daily Workout and I know they have it for android! :)

There isn't a way to spot reduce. The best thing you can do is to meet your nutrition goals (check out your nutrition tracker on here to see those), while also doing both cardio and strength training. Doing the combination of those things will help you lose fat overall and help you become healthy. I would also recommend checking out the Fitness section of the Articles & Videos for some exercise demos and videos to help you work those muscles.
As a female, you don't have enough testosterone to bulk up. You need to build muscle and lose fat to help you get the "toned" look you are looking for.
