Even if an account has been closed, the name can't be re-used by anyone else (or that same user).

I was interested in changing my SP settings, because I'm thinking of doing a "reboot" before my birthday in the Spring. I found the name I liked, and it was in use---as of 2009. Nothing since then on their SP site. How long do they keep pages as "current users", and is it just for their stats/ads/income or are they really being that lax about SP use?
No wonder most people have to go with some user name they can't really ID with---they're all taken, even if not currently in use. And by currently, I mean within the past 2 years!!!!
