If the walking elevates your heartrate into the cardio zone for at least 10 minutes at a time, then I'd track it as exercise. If not, then I'd just consider it a bonus to your workouts and wouldn't track it.

Yes, walking at 3 MPH is cardio. Light cardio, but definitely cardio.
