I agree with AZULVIOLETA6 berries are low carb and have the least impact on blood sugar. Other low carb fruits are......, grapefruit, lemons and rhubarb.

Milled (not whole) flax seed. I add it to protein shakes and hot cereal. Also, I agree with an earlier post about over the counter fiber products. I have a glass of water every day with fiber stirred in to boost my intake. There are several types of fiber on the shelves at the store and you may have to experiment to find the one that works best with your body.
