I assume you're taking about compartment syndrome of the shins. You should be able to do squats. Split squats & step-ups shouldn't cause pain if you can bike ok. And of course upper body strength training too. Just run them by your doctor first to make sure they approve.
Have you tried using a foam roller or electric massager on your shins, to loosen up the fascia & muscles?

I was just wondering if anyone else on this site has exercise compartment syndrome. If so, what types of exercises are you doing? The doctors are limiting me to low impact exercises, specifically swimming, biking, and using the elliptical. I had my heart set on running a 5k but running is definitely not allowed.
