Perhaps it is similar to the white foam you get when boiling up a meat broth, which i believe is just protein or protein/fat...

My best guess would be fat that has solidified on the top...?

Sometimes when I cook chicken the juices have little white specks in it. What are those? For instance I made SP Slow Cookery Provencal Chicken and Beans and had that problem.
