IF you are trying to spot reduce, that just doesn't happen. If, on the other hand, you want to gain some strength in the core to support your movement and maintain lean muscle mass, then try pilates.

The reason you're losing in your backside and not your hips and abs is because of your genetic makeup. You can't do ab work to reduce your stomach at all. Your muscles draw their energy from the bloodstream, not the surrounding fat stores, and what fat is burned first for that energy is determined by your genetics. Blame your mom. ;)
Only overall fat loss can help you lose weight in your hips and abs, although strength training will improve the appearance of the fat you do have and as your fat vanishes, you'll start to see the muscle beneath it!

You can't spot reduce fat, so no amount of targeted ab work is going to make you lose fat from that area. You're better off with proper nutrition and a full body strength workout.

Coach Nicole has a pretty good 15 minute abs workout video on Sparkpeople. Just do a search for 15 minute abs in the spark search engine (gets you a spark point too). It could be faster, but she explains every exercise, so its really helpful in the beginning. The bicycle crunches are especially grueling. Enjoy!

I'm sure others will have some great suggestions, but I rely on the Ab Ripper X, part of the P90X program. It is 16 minutes of pain, but it gets your tummy tight! Well...in my case, it gets my tummy tightER...I have a lot of cushioning. ;)
