If you are referring to the stages on the Spark Plan or Strategies or whatever it is ... I moved to the next stage when I had given each of the action steps my full attention for the recommended time. Some of them overlap so it worked to be finishing one as I went to the next. No hard and fast rule. More intuitive.

You’ll get where you want to go as long as you are taking more steps in the right direction than the wrong one.

If it is exercise you are referring to take it slow. Add only 10% per week.

You should advance when the last stage starts to feel easy. So when you don't have to think about it anymore to succeed.

When does one advance from one stage to another stage?
