I taught preschool and ran a day care before I moved up to the middle school, and when children hit you need to stop them, even if it means grabbing them by the wrist, calmly tell them they are NOT to hit Mommy (or teacher) and give them a time out in the naughty spot (or time out corner). They need to sit one minute for each year of life. (some people do 5 minutes - at school we did two minutes after the child was calm). Some children throw a fit or scream when put into time out. Some get up and refuse to sit. That's where your patience and persistence needs to kick in. Keep putting them back, telling them to stay. Do not continue to talk to them or hug them at all. Make sure they understand they are there because of their behavior.
Good luck. This always seemed to work, even on children whose parents were wimps at home about the discipline, at school they learned very quickly that they couldn't hit.
