For free tips, you can use t-nation.com, bodybuilding.com and exrx.net. ExRx is very technical and won't give you very newbie-friendly tips, but it'll show you the proper form for all exercises you can be doing, as well as provide you the various exercises you can use to work each muscle group.
If you're very serious about getting "toned," and are willing to spend some money on it, vizualxcellence.com will provide you with a customized training+diet regime, as well as consultation, designed by one of the most serious builders you'll ever find. However, it'll cost you $300 for 3 months, but it will definitely be worth it. I know two people at my gym who've done it, and the results are incredible. I'm going to start a 3-month regime as soon as this semester is over myself.

It really depends on your definition of fit? Weightwatchers and Slimmersworld are pretty much designed for weight loss instead of fitness. SparkPeople has a lot of resources to help you get fit as well as lose weight. Check out the Resource Center for more in depth info.
If you're looking for true Mens' Fitness tips you're probably going to have to pay for the service, just as people do with Weightwatchers and other places.
