There could be many factors that go into that. But you do need to keep in mind that your body is growing and developing at a very rapid pace. You will start seeing your body changing form and getting more curvier than before as you turn into a young woman. You're not going to have the same body at 15 that you did at 13 and so on.

you could be gaining muscle which weights more than fat. you might also not eating enough .

I just tried on my dresses because I have a party tomorrow night. Almost all of them were tight. A lot of them were big not too long ago. I keep thinking Iv'e lost weight but than I weigh myself and I haven't. Most of the time I have gained a pound. I have been eating healthy and I excercize 3-5 times per week. I'm just not loosing weight and it bugs me that my dresses don't fit. Maybe it is partly because I've gotten bustier but still.
