"Metabolism" is simply the processes going on in your body all the time--processing of nutrients, breathing, circulation, digestion of foods, etc. People talk about "speeding up" their metabolism so that they can burn more calories, even at rest.
But in all honesty, the things that speed up your metabolism (albeit that change is usually pretty small overall) are things you should be doing anyway: Eating healthy foods--especially at regular intervals (not going too long between meals, or trying several mini meals throughout the day); exercising regularly; strength training to build more lean muscle; getting plenty of sleep at night; drinking plenty of water--general healthy habits.
