It's really not possible for walking to make your legs muscular--is that what you're saying?

I walk on my treadmill everyday,but my legs have turned muscular. The only reason I lose weight is because I exercise since I don't stick to diets.
Can anyone give me some advice or suggestion on how I can get my old not-so-muscular legs back?
