| you are probably gaining muscle, which is a good thing! muscles burn more calories than fat per day, which may be why your weight has increased, but you probably have a smaller percentage of body fat. Be happy that your stomach is becoming flatter/smaller because research has found that carrying more fat around your abdominal region is more hazardous than your lower body.

So I have been exercising and eating healthy. I have not lost any weight. In fact I have gained weight. However, I have noticed that my stomach has gotten smaller but my upper legs are getting bigger. My stomach is closer to flat now but my legs have gotten bigger. I have been doing strength training on both areas. why is that?
