By not eating enough, you are slowing your metabolism down. You may want to check out this message board that others are having trouble with the same thing; Coach Tanya has given some good advice on this;

Hi there and welcome to SparkTeens! What I do to make sure I get my water in is to carry a bottle of water with me wherever I go. I actually have one that is 32 ounces so I know that I should be drinking 2 of those each day. It makes it easier for me to know where I'm at with my water. Also, I make sure I have had most or all of my water before I allow my self to drink anything else.
As for calories, are you having a hard time eating enough or having a hard time scaling back on calories?

i am new on here and i am having trouble keeping up with water and calories do you have any advice?
